The two-wheel, front-drive Type 31 tractor was designed to motorize formerly horse-drawn steam fire engines and heavy ladder trucks. The Type 31 tractor was built in both four- and six-cylinder versions. The first 15 Type 31s were delivered to Pittsburgh, Pennsylvania, in 1915. The Type 31 designation was also used on a new straight-frame front-drive aerial hook and ladder truck which replaced earlier types. Offered in 55-, 65-, 75- and 85-foot sizes with two-section, spring-raized wood aerial ladders, the Type 31 Front-Drive aerial was equipped with tiller rear steering. The Type 31 was bolted to section of aerial ladder or water tower chassis frame.
